Developed survey methodologies and project plan to identify effective recruitment and retention strategies for future Federal workforce in partnership with the Government Accountability Office (GAO). Implemented survey and analyzed results to inform future Federal government hiring initiatives.

Oversaw strategic career development planning for 150 displaced Prince George’s County workers in Federal government and Federal contractor positions. Placed most employees in the entire state.

Supported the change management initiative to integrate personnel processing and payroll requirements and move from a legacy platform to PeopleSoft. Communicated with stakeholders during all phases of the process. Designed new operating procedures and policies for the NIH HR community.

Planned for and implemented change management strategies to consolidate 11 HR offices into one. Provided training to a geographically-dispersed to provide exceptional HR customer service during the transition to their NIH stakeholders.

Provided leadership for implementing telework agency-wide at US Department of Homeland Security, US Citizen and Immigration Services (USCIS). Provided subject matter expertise on issues such as IT, communications, training and human capital initiatives.

Project-managed the planning and transition of 1,800 employees from Defense Security Service (DSS) to OPM. Partnered with colleagues to coordinate and calculate the additional financial burden associated with adding 100% additional services load on OPM. Formulated business models in areas including IT, contracting, facilities management, security, human resources and equal employment opportunity.

Developed proposal and justification to engage stakeholders and garner support for implementation of an OPM-wide paperless document management system to route controlled correspondence and approve documents electronically. Coordinated and configured the activities of all organizations across OPM to ensure system support of current and future business operations.

Provided Easement Program staffing to the USDA-Michigan Office of the State Conservationist. Serve as technical expert on easement monitoring, which includes landowner contact, off-site monitoring using aerial photography, on-site monitoring to include biological assessments and reporting.
